When Justin Fulcher joined the Department of Defense as a Senior Advisor to the Secretary of Defense in early 2025, he brought with him a founder’s instinct for cutting through unnecessary complexity, honed over more than a decade building companies in regulated markets overseas.

Fulcher applied similar thinking to defense modernization, helping accelerate the deployment of new technologies within existing institutional frameworks. A Philosophy Rooted in Execution

He is also building out his academic credentials to match, pursuing a doctorate in international affairs at Johns Hopkins University’s School of Advanced International Studies after completing a master’s degree in nonproliferation and terrorism studies from the Middlebury Institute of International Studies in 2023.
